Institutional Charter

Mission & Values

PPRI exists to elevate Pakistan's governance debate from partisan rhetoric into rigorous, evidence-based institutional analysis.

The Core Mission

To provide independent, rigorous, and accessible public-policy research on Pakistan’s provincial architecture, local-government devolution, fiscal federalism, and administrative governance — helping citizens, scholars, and policymakers understand the real consequences of institutional reform.

Why PPRI Was Founded

Discussions surrounding provincial reorganization in Pakistan have historically been dominated by political polarization, identity grievances, or vague administrative promises. Crucial questions — regarding civil service transition costs, judicial hierarchies, horizontal fiscal equalization (NFC), and local-government empowerment under Article 140A — are frequently overlooked.

PPRI was established to address this analytical void. We provide an independent, data-driven platform that evaluates territorial and constitutional alternatives without bias, identifying both the opportunities and the trade-offs of institutional change.

The 5 Analytical Pillars of Our Charter

Pillar 1

Primary Sourced Evidence

Every calculation, demographic table, and boundary scenario is grounded in official, verifiable primary data (including the 2023 Digital Census, PBS records, and the Constitution of Pakistan).

Pillar 2

Analytical Neutrality

PPRI does not campaign for any specific boundary map, political faction, or predetermined outcome. We model scenarios to test feasibility, not to prescribe political solutions.

Pillar 3

Conjoint Devolution Analysis

Territorial reorganization must never be studied in isolation from local government. Empowering elected local bodies under Article 140A is treated as a fundamental benchmark against which provincial changes are measured.

Pillar 4

Fiscal Realism

Every scenario accounts for institutional overhead, pension liabilities, provincial revenue potentials, and National Finance Commission (NFC) distribution formulas.

Pillar 5

Open Data & Methodological Transparency

All baseline datasets, GIS boundary GeoJSON files, calculation methods, and analytical limitations are made publicly accessible for peer review, public download, and academic scrutiny.

Statement of Non-Partisanship

PPRI is an independent research platform. We do not accept contributions or sponsorships tied to advancing specific boundary commissions, political party agendas, or commercial interests. Our researchers, fellows, and contributors are held to strict standards of intellectual integrity and transparent disclosure of methodology.
